ABOUT ICELSP
The Independent Community Election & Leadership Support Program (ICELSP) is a specialized governance and institutional support initiative established to help communities and civic organizations conduct credible elections, strengthen leadership transition, and build sustainable internal governance systems.
ICELSP operates under the institutional framework of FLED International Leadership Institute – a graduate leadership institution established in 1999 and committed to leadership formation, governance development, institutional strengthening, and civic transformation across Nigeria and Africa.
Why ICELSP Was Established
Across Nigeria and Africa, many community institutions continue to struggle with:
• disputed elections,
• leadership crisis,
• weak governance systems,
• poor leadership transition,
• constitutional confusion,
• executive inexperience,
• governance instability,
• and institutional mistrust.
Many organizations conduct elections without structured systems for:
• governance orientation,
• institutional continuity,
• accountability culture,
• or executive transition support.
ICELSP was established to bridge this gap by providing a seamless governance support ecosystem that begins with credible elections and continues into leadership formation and governance strengthening.
OUR VISION
To contribute to the emergence of credible grassroots democratic culture, responsible community leadership, and stronger institutional governance systems across Nigeria and Africa.
OUR MISSION
To support communities and civic institutions through:
• transparent election support systems,
• leadership transition and governance induction,
• governance advisory services,
• and continuing institutional strengthening support.
OUR GOVERNANCE PHILOSOPHY
Strong Nations Are Built on Strong Grassroots Institutions.
ICELSP believes that healthy democratic culture begins with:
• credible elections,
• trusted leadership systems,
• peaceful transitions,
• institutional accountability,
• and governance continuity.
We therefore approach community governance not merely as administration, but as an essential foundation for civic trust, social cohesion, and sustainable development.
WHAT MAKES ICELSP DIFFERENT
ICELSP is not simply an election-support service. We operate as a:
Community Governance & Leadership Support Ecosystem.
Our integrated model combines:
Election Support – Helping communities conduct transparent, credible, and professionally managed elections.
Leadership Formation – Providing structured executive induction and governance orientation for elected leaders.
Continuing Governance Support – Supporting communities beyond elections through governance advisory, institutional development, and capacity strengthening.
This integrated approach helps communities move from Winning Leadership to Governing Responsibly.
