The Public Administration & Leadership (PAL) pathway is a structured leadership development journey designed for professionals who aspire to lead public institutions, influence policy, and drive sustainable development.   1. Certificate in Public Administration & Leadership (CPAL) – Foundations of governance, ethics, and leadership.
  2. Diploma in Public Administration & Leadership (DP-AL) – Professional competence in administrative management, policy implementation, and organizational leadership.
  3. Postgraduate Diploma in Public Administration & Leadership (PGD-PAL) – Advanced strategic leadership, policy analysis, and institutional reform.
  4. Masters in Public Administration & Leadership – Senior executive leadership, governance innovation, and global policy strategy.
  5. Doctoral Programme in Public Administration & Leadership – Research-led scholarship, policy innovation, and thought leadership.

Certificate in Public Administration and Leadership (CPAL)

Duration: 12 Weeks (3 Months)

Admission Requirements

Admission into the CPAL programme is open to individuals who demonstrate interest in public service, governance, and leadership development.

Applicants should possess one of the following:

  • Secondary School Certificate or equivalent qualification
  • National Diploma, NCE, or similar qualification
  • Relevant professional or community leadership experience

Mature applicants with significant professional or civic experience may also be considered.

Progression Pathway

Graduates of the CPAL programme are eligible to apply for the Diploma in Public Administration and Leadership (DPAL), the next stage in the Public Administration and Leadership academic pathway of the Institute.

Diploma in Public Administration and Leadership (DPAL)

Duration: 6–9 months

Application Fee: N15k/$20

Tuition (Nigeria/West Africa: ₦250,000 – ₦350,000 (~$310–$430) 

International: $450–$600

Covers: tuition, course materials, access to digital resources, and FLED-issued diploma certificate.

Executive weekend/hybrid delivery may allow for slightly higher fees due to intensive faculty support.

Admission Requirements

Admission into the DPAL programme is open to individuals with a foundational understanding of public administration or relevant professional experience.

Applicants should possess one of the following:

  • Certificate in Public Administration and Leadership (CPAL) or equivalent
  • National Diploma, NCE, or other recognized post-secondary qualification
  • Relevant professional experience in public service, NGOs, or development organizations

Mature applicants with significant leadership or administrative experience may also be considered.

Academic Progression

Graduates of DPAL may proceed to the Postgraduate Diploma in Public Administration and Leadership (PGDPAL), continuing their leadership formation in the FLED academic pathway.

Postgraduate Diploma in Public Administration & Leadership (PGDPAL)

Duration: 9–12 months

Application Fee: N20k/$25

Tuition (Nigeria/West Africa: ₦450,000 – ₦550,000 ($550–$670)

International Participants: $700 – $900

Coverage: Tuition, course materials, digital resources, faculty mentoring, and Postgraduate Diploma certificate.

Admission Requirements

Admission into PGDPAL is for mid- to senior-level professionals seeking advanced leadership roles in public administration. Applicants should possess one of the following:

  • Diploma in Public Administration and Leadership (DPAL) or equivalent
  • Bachelor’s degree in public administration, social sciences, or related fields
  • Relevant professional experience (5+ years) in public service, NGOs, or development agencies

Mature applicants with significant executive or managerial experience may also be considered.

Academic Progression

Graduates of PGDPAL may proceed to the Masters programme in Public Administration & Leadership, advancing their strategic leadership formation within the FLED academic pathway.

Masters in Public Administration & Leadership (M-PAL)

Duration: 12–18 months

Application fee (Nigeria/West Africa): ₦20,000 ($25)

International Applicants: $60

Tuition (Nigeria & West Africa): ₦650,000 – ₦750,000 ($780–$900)

International Participants: $900 – $1,100

Coverage: Tuition, course materials, digital resources, faculty mentoring, and Masters certificate

Admission Requirements

Eligibility for M-PAL is for senior executives and leaders aiming for strategic public leadership roles. Applicants should meet one of the following criteria:

  • Postgraduate Diploma in Public Administration & Leadership (PGDPAL) or equivalent
  • Master’s degree in public administration, social sciences, development studies, or related field
  • Significant executive experience (7+ years) in senior government, NGO, international agencies, or policy leadership roles

Mature professionals with exceptional leadership experience may also be considered under a special admissions review.

Academic Progression

Graduates of M-PAL are eligible to pursue doctoral studies in Public Administration & Leadership or participate in senior executive fellowships and global leadership initiatives within FLED’s network.

Doctor of Public Administration & Leadership (DrPAL)

Duration: 3–4 years

Application Fee (Nigeria/West Africa): ₦30,000 (~$35)

International Applicants: $80

Tuition (Nigeria/West Africa): ₦1,200,000 – ₦1,500,000 (~$1,450–$1,800)

International Participants: $1,500 – $1,800

Coverage: Tuition for doctoral seminars, research colloquia, faculty supervision, capstone guidance, digital learning resources, and final certification

Programme Objectives

The DrPAL programme aims to:

  • Develop advanced scholarly and professional expertise in public administration and leadership

Installment Plan

  • 1st installment: 60% upon acceptance/enrollment
  • 2nd installment: 30% mid-programme
  • Final installment: 10% before capstone submission
